I asked a guy named Felix when he'd go back inside. He said when the radio sAys it's safe. I really cAn't figure out what the end game is here everyone just sleeps outside or in a tent. I think a combo of uncertainty about aftershocks + stuctural damage + PTSD is keeping people outside.
